ARTICLE 1.
REGISTRATION:
This Non-profit Voluntary Agency was registered on 6th August 1986, under Registration No.DD-SW(SUK)/V.A-241 of 1986 under the Voluntary Social Welfare Agencies (Registration and Control) Ordinance 1961 (XLVI of 1961) by the Directorate of Social Welfare Sukkur Division Government of Sindh Pakistan.

ARTICLE 4.
AIMS AND OBJECTS:
…..To work for the Socio Economic uplift in the district Shaheed Benazirabad (Nawabshah) Sindh Pakistan
……To establish an educational institution for the general education.
……To establish a computer training institute.
……To establish a healthcare centre.

ARTICLE 5.
ELIGIBILITY TO BECOME A MEMBER:
Every person of 18 years of age and above possessing sound mind and good moral character can become a member of the agency provided the person agrees to abide by the constitution and rules and regulations of the agency, and resides in the area of operation of the agency.
Note: The area of operation of the agency has been extended from the district to worldwide with the start of the website of the agency.

ARTICLE 6.
CATEGORIES OF MEMBERSHIP
The membership of the agency shall be of the following categories:-
i.
PATRONS : Any person who donates or arranges a donation in cash or kind worth $1000 to the agency shall be invited by the Executive Committee of the agency to become patron of the agency.

ii. LIFE MEMBERS: Any person who pays $400 in lump sum to the agency may be invited by its Executive Committee to become a life member of the agency.

ORDINARY MEMBERS: Any person who pays an annual subscription of $40 to the agency shall become an ordinary member of the agency subject to the approval of the Executive Committee.

HONORARY MEMBER: A person who has distinguished himself/herself in social welfare work or rendered valuable services to the agency may be invited by the Executive Committee to become an honorary member.

ARTICLE 7.
PROCEDURE FOR ADMISSION TO MEMBERSHIP

A person may apply for the membership on the prescribed form of the agency. The Executive Committee may accept or reject such a membership application.

In case of rejection, the applicant shall have the right of appeal to the General Body of the agency.

A person shall become a member only after payment of the prescribed fee.

ARTICLE 8.
RIGHTS AND PREVILEGES OF THE MEMBERS

The following members shall have the right to vote and take part in the meetings and functions of the agency and hold office in it.

a) Patrons
b) Honorary Members

Members who have not paid their dues up to the due date, shall not have the right to vote or seek election or participation in any activity of the agency.

ARTICLE 9.
PROCEDURE FOR CANCELLATION OF MEMBERSHIP

Membership may be cancelled or terminated on any of the following grounds.

a) NON PAYMENT OF FEES:
If a member fails to pay annual fees and other dues within 30 days after the close of the financial year, the treasurer shall issue 15 days notice to him. If he/she fails to pay within due date, the Treasurer shall issue Final Notice of 15 days. Even then if member fails to pay within specified period, he/she cease to be a member of the agency.

b) IF MEMBER'S CONDUCT IS DETRI-MENTAL TO INTERESTS OF AGENCY
In this case, Executive Committee shall give at least 15 days notice to the member concerned to defend himself/herself against the proposed action. After receiving the reply, if the Executive Committee is satisfied that the conduct of the member is detrimental to the interests of the agency, it may by a majority of 2/3rd of the votes cast, terminate his/her membership, provided it has been duly notified in the agenda of the meeting convened for the purpose.

c) DEATH OF THE MEMBER

d) RESIGNATION
A member may resign his/her membership of the agency by writing to the Executive Committee through General Secretary.

ARTICLE 10.
PROCEDURE FOPR RESTORATION OF MEMBERSHIP

a) In case it is due to non payment of membership fees as per Article 9 (a) his membership may be restored after payment of all dues outstanding against the member, subject to the approval of the Executive Committee.

b) In case of hi/her conduct detrimental to the interest of the agency, the Executive Committee may restore his/her membership after he/she gives a written assurance that he/she will not work against the interests of the agency.

c) In case a person's membership is not restored by the Executive Committee, he/she have the right to appeal the General Body, which may, by the majority of 2/3rd of the members present restore his/her membership.

ARTICLE 11.
RULES AND BY-LAWS

The agency may frame By-laws, Rules and Regulations not inconsistent with the constitution.

ARTICLE 14.
POWERS AND FUNCTIONS OF GENERAL BODY

1. The General Body shall determine the policy and programme of the agency.

2. It shall amend constitution, if and when necessary (see Article 23)

3. It will hold elections, as and when due, through the Election Committee.

4. It shall approve annual programmes, reports, statements of the agency as framed by the Executive Committee.

5. It shall approve the annual accounts of the agency and appoint its auditors.

ARTICLE 15.
POWERS AND FUNCTIONS OF THE EXECUTIVE COMMITTEE:

1. Executive Committee shall act for and represent the agency in all matters and execute the policy and decision of the General Body.

2. Executive Committee shall accept, suspend, cancel or restore the membership of any person in accordance with the procedure laid down in Article 7, 9 and 10.

3. Executive Committee shall appoint from members of the agency such sub-committees for special purposes as may be necessary.

4. Executive Committee shall have the right of co-opting members to serve on the sub-committees.

5. Executive Committee shall appoint, promote, suspend or dismiss paid staff of the agency.

6. Executive Committee shall prepare annual Budget, Annual statement of the activities and accounts and shall publish it with the annual audit report.

7. Executive Committee shall fix the date, place and time for the Annual General Body Meeting (AGM) every year.

8. Executive Committee shall take all legal steps as and when necessary for the furtherance of the aims and objects of the agency.

ARTICLE 16.
POWERES AND FUNCTIONS OF OFFICE BEARERS:

1. PRESIDENT: The President shall

a) Ensure that constitution is duly carried out in all respects.

b) Keep himself/herself informed of all the activities of the agency.

c) Guide the office bearers and members in the discharge of their duties towards the agency.

d) Execute the right of casting vote when the house is equally divided in any of the meetings of general body, Executive Committee or any sub-committee.

e) Preside over the meeting of the agency and its Executive Committee.

f) In case of any emergency be empowered to meet expenditure up to $1000 subject to the approval of the executive committee at its next meeting.

2. VICE PRESIDENT : The Vice President shall

a) Assist the President in the discharge of his/her duties.

b) Perform such duties as may be assigned to him/her by the President in his absence.

c) Assume the powers and discharge the duties of the President in his/her absence.

3. GENERAL SECRETARY :

a) The General Secretary shall be the Chief Executive of the Agency and shall act in consultation with the President and be responsible to the Executive Committee.

b) The General Secretary, in consultation with the president, shall call the meetings of the General Body and its Executive Committee in accordance with the provisions of the constitution and be responsible for the execution of all the resolutions and directives of the Executive Committee.

c) He/She shall attend the meetings of the General Body and also of the Executive Committee and keep a correct record of the proceedings of all such meetings.

d) He/She shall verify all bills, vouchers, etc; and forward them to the Treasurer for scrutiny and payment as per rules.

e) He/She shall be responsible for the general supervision of the office and the staff, and institutions, services if any, of the agency. The Executive Committee may delegate to him/her the power to appoint, suspend, dismiss or reprimand paid members of the staff for dereliction of duty or any other lapse. Any such action, taken by the General Secretary shall be reported to the Executive Committee for approval.

f) He/She shall prepare the annual report of the agency and submit it to the Executive Committee and General Body for approval.

g) He/She shall conduct all correspondence on behalf of the agency, except on policy matters for which prior approval and instructions of the Executive Committee shall be necessary.

4. JOINT SECRETARY :

a) He/She shall assist the General Secretary in the discharge of his/her duties.

b) He/She shall act as Secretary during his/her absence.

5. TREASURER:

a) The Treasurer shall be in-charge of the finances of the agency.

b) He/She operate the bank account of the agency along with the President or General Secretary, as may be decided by the Executive Committee.

c) He/She receive and collect all donations, grants-in-aids, subscriptions, dues and other payments on behalf of the agency and will issue proper receipts thereof.

d) He/She shall maintain accounts of the agency in proper registers and present monthly accounts of the agency to the Executive Committee.

e) He/She shall prepare the annual budget and place it before the Executive Committee for approval prior to its submission to the General Body of the agency.

f) He/She shall be entitled to keep cash for day to day expenditure and the amount shall be fixed by the Executive Committee.

g) He/She shall be responsible for proper auditing of the agency's accounts by an auditor duly appointed by the General Body

6. JOINT TREASURER :

a) He/She shall assist the Treasurer in the discharge of his/her duties.

b) He/She shall act as Treasurer during his/her absence.

7. PUBLIC RELATION SECRETARY:

a) He/She shall maintain contact with the press, Local Bodies, Government agencies and other organizations concerned with social welfare or of the work of the agency.

b) He/She shall help to show up and highlight the activities of the agency through various information media and perform such other duties as may be assigned.

ARTICLE 17.
METINGS OF THE GENERAL BODY:

1. ANNUAL GENERAL MEETING (AGM)

1.a) The Annual General Body Meeting of the agency shall be held once a year, within 90 days of the expiry of the financial year, on 15 days written notice to the all types members and office bearers.

1.b) The business transacted at such a meeting shall include:
a) Confirmation of the minutes of the last annual meeting.
b) Adoption of the annual report.
c) Adoption of annual audited accounts.
d) Formation of Election Committee.
e) Any other matter placed by the Executive Committee or permitted by the Chair.

2. QUORUM
One third of the total membership of the agency in good standing shall constitute the quorum at the Annual General Meeting (AGM) or any other meeting of the General Body except for the requisitioned general meeting.

3. SPECIAL OR EMERGENCY MEETING OF GENERAL BODY
An emergency meeting of the general body may be called by the General Secretary in consultation with the president, on seven days written notice.

4. REQUISITIONED MEETING

a) A meeting of the General Body may be requisitioned for a special business by at-least two third of the members of the General Body in good standing, in such a meeting the quorum shall be formed by 50% of members of the agency in good standing. The decision taken in such a meeting shall be valid only if it is supposed by a two/third majority of the members present.

b) In case the General Secretary fails to call the requisitioned meeting, the requisitionists shall be empowered to call the meeting themselves after giving due notice to the General Secretary of such a meeting and their decision (if it is inconfirmity with the proceeding sub-clause) shall have all the force of meeting as if it was called by the General Secretary.

c) A requisitioned meeting shall stand dissolved if within half an hour of the appointed time no quorum is formed. A requisition for the same business shall not be made for a period of six months after the date of the dissolved requisitioned meeting.


5. ADJOURNED MEETING:
In case a quorum is not formed within minutes of the notified time of the meeting, such a meeting shall stand adjourned for seven days. No fresh notice shall be needed for an adjourned meeting, and the meeting shall be held on the same day and time in the following week. In case the day of the meeting falls on a holiday, it shall be held on the next working day of the following week. No quorum shall be required for an adjourned meeting.

ARTICLE 18:
MEETING OF THE EXECUTIVE COMMITTEE

a) The Executive Committee will ordinarily meet at least once in two months.
b) A notice of seven days will be necessary for an ordinary meeting of the Executive Committee.
c) A special or emergent of the Executive Committee may be called at the discretion of the President at the notice of 48 hours.
d) 1/3rd of the members shall form the quorum for a meeting of the Executive Committee.
e) If within half an hour of the specified time the quorum is not completed the meeting shall stand adjourned.
f) An adjourned meeting shall be held after seven days to conduct the same business. No quorum shall be required for an adjourned meeting.
g) If a member fails to attend three consecutive meetings of the Executive Committee without prior and written intimation he shall cease to be a member of the Executive Committee.

ARTICLE 19:
TERM OF OFFICE

The term of the office of the Executive Committee shall not exceed two years.

ARTICLE 20:
ELECTIONS

1. Elections shall held after one or two years (as the case may be) within three months of the end of the financial year.

2. The Executive Committee shall continue to hold office and discharge its duties in accordance with the constitution until such time as the new Executive Committee and office bearers are elected.

3. An election committee consisting of three members including Chairman shall be elected at the Annual General Body Meeting to arrange and conduct election of the office bearers and members of the Executive Committee.

4. The members of the election committee will not be entitled to seek election for any post in the Executive Committee.

5. The notice giving the date, time and place of election meeting of general body shall also be sent to all the members by post under postal certificate at least fifteen days before the date of election.

6. Nomination papers of candidates bearing signatures of proposer and seconder who are bonafied member shall be submitted to the Chairman Election Committee one week before the election date, the candidate can withdraw within two days of the submission of papers. All election shall be conducted by secret ballot.

ARTICLE 21:
VACANCIES IN EXECUTIVE COMMITTEE

a) The vacancy of an office bearer or a member, occurring in the Executive Committee before the next election, shall be filled by election from amongst the members.

b) The authority and competence of the Executive Committee shall not be affected and its act shall not be invalidated merely because there is vacancy in the Executive Committee.

ARTICLE 22:
FINANCIAL ADMINISTRATION

a) The financial year of the agency shall be from the 1st July to 30th June of the next year.

b) All funds of the agency shall be kept in schedule bank approved by the Executive Committee.

c) The appointment of the Auditors shall be made by the General Body.

d) All cheques shall be signed jointly by the Treasurer and the President or General Secretary.

ARTICLE 23:
AMENDMENTS OF THE CONSTITUION

a) Any member wishing to suggest an amendment in the constitution may do so by writing to the Executive Committee. After the approval by the Executive Committee, the proposed amendment shall be circulated among all the members of the General Body, along with the notice of the meeting at which the amendment is to be considered, at least 30 days prior to the date of the meeting.

b) Proposal of amendments in regard to the proposed amendment received from members up to seven days before the date of the General Body Meeting will be placed before it for the consideration. The amendment must be approved by 2/3rd of the members of the General Body in good standing.

c) No amendment shall be legally valid unless it has been duly approved by the Registration Authority.
ARTICLE 24:
DISSOLUTION OF THE AGENCY

a) The agency may be dissolved in accordance with Article 10, 11 and 12 of the Government of Pakistan's Voluntary Social Welfare Agencies (Registration and Control) Ordinance 1961.

b) In case of the dissolution all the assets and liabilities will be transferred to any other voluntary social section 47-D of the Income Tax Act and the Registration Authority Government of Sindh Pakistan.

Artical on Seventh NFC Award in Pakistan


FIRST JUSTIFIED NFC AWARD ANNOUNCEMENT IN PAKISTAN'S HISTORY

The first justified NFC Award announcement in the history of Pakistan was made on Friday, December 11, 2009 at Chief Minster's house Lahore. All the four Chief Ministers of Pakistan and the Federal Finance Minister Shoukat Tareen held a press conference after signing the NFC Award in their final sixth three days meeting in Lahore. The NFC Award Commission was constituted by the President Asif Ali Zardari and the Prime Minister Syed Yousuf Raza Gilani. This commission on Friday finally was reached to derive two formulas unanimously; one based on the population and second was based on the provincial resources. The Federal Government and the province of Punjab sacrificed in this NFC award and bore financial loss for the other small provinces especially for Balochistan. The NFC Commission announced to distribute 56 percent of the total divisible pool's taxes income to all the four provinces on the basis of two formulas based on population and resources separately. In the previous NFC award announced in the regime of President Pervez Musharraf, the federal government was distributing 45 percent among the provinces. The present NFC Commission raised 11 percent this amount from 45 percent to 56 percent which is highly appreciated by the people of Pakistan. According to the formula based on population and other resources the distribution of shares in percentage among the provinces is derived as the share of population would be 82 percent, poverty 10.3, revenue generation 5 and the density of population is 2.7 percent. Another formula was derived for the distribution of these resources among the provinces. This formula describes the distribution in percentage as the largest and biggest province of Punjab would be entitled to deliver 51.79 percent, Sindh 24.55, NWFP (Pakhtoonkhwah) 14.62 and Balochistan is entitled to get 9.09 percent of the monetary funds from the federal or central government. All the politicians, intellectuals and other people from general public have appreciated this announcement of seventh NFC Award. The present government of Pakistan Peoples Party is entitled to get the credit on the successful unanimous announcement of this NFC Award. The political, social and journalistic forces should give the chance to government to complete the five years of tenure with their open and broad minds to the Pakistan Peoples Party government so that we should not be able to think that only a military dictator can complete five years tenure.

QURANIC FATAWA (VERSES) CONDEMNING SUICIDAL KILLINGS AND BOMB BLASTS

KILLING A PERSON IS FORBIDDEN IN ISLAM
Chapter (Surah) Al-Furqan 25, Verse No. 68
And those who worship not any other god alongwith Allah, and kill not the same (person/persons) which Allah has forbidden unjustly and do not commit adultery; and whatsoever does this shall get the punishment.


KILLING OF A PERSON IS THE KILLING OF ALL MANKIND IN ISLAM Chapter (Surah) Maida-5, Verse No.32
On account of this, I (Allah) wrote for the children of Israel that whatsoever killed a soul (person) not to retaliate for a soul (person), nor for creating disorder in the land, then it is as if he had killed all mankind. And whoso gave life to one soul (person), then it is as if he had given life to all mankind. And undoubtedly, My Messengers (Allah's all Prophets) came to them with clear proofs then undoubtedly, many of them after that commit excesses in the land.


FATWA with Explanation and briefing:
The persons responsible for suicidal killings are not Muslims according to these verses of the Holy Quran. Islam has forbidden the killings of the persons. The innocents people like children, women, police or military officials or common persons are being victimized and targeted in these suicidal bomb attacks. The high ups behind these suicidal bomb blasts and killings are trying to prove that this is a religious was but actually these attacks are not being carried out for the supremacy of Islam but there are political reasons behind these suicidal bomb blasts. And whoever the people supporting and planning these suicidal attacks can never be imagine that they are Muslims but they are the anti Muslim and anti Islam terrorists. The suicidal bomb blasts and attacks are entirely against the teachings of Islam especially when the innocent people, men and women are killed at some public place or in the religious places during their religious worship. The Holy Quran has condemned such killings in the verses given above and said that such miscreants should be punished.

My father migrated from Village Kotli Loharan East Distrct Sialkot to Mirpurkhas in 1956 with my mother and my grandfather. He was a graduate diesel engine (tractor's mechanic). My father and mother migrated from Mirpurkhas to Nawabshah in 1966. My father was gone away on October 8, 1999 and was buried in Haji Naseer Graveyard in Nawabshah. My grand father was buried in Mirpurkhas.

I was born in Nawabshah on October 28, 1969.

* EDUCATION

I got my all educations from Primary to M.A in Economics in Nawabshah. I also got the degrees of B.Ed from Allama Iqbal Open University Islamabad. In Islamic Religious Education, I received the degrees of the Study of Islamic Law, Islamic Jurisprudence Advanced Studies, Studies in Hadees from International Islamic University Islamabad. I am continuously studying the Quranic Tafseer for last seven years from International Islamic University Islamabad by correspondence. It should be mention here that I have never got third division or grade in any of the educational degree and I passed the most of my educational degrees in A-One and A grade.

I secured the highest marks throughout the school in Board of Intermediate and Higher Education (BISE) Hyderabad and achieved the title to write my name at the '''HONOURS BOARD''' of the school in the school's history first time in the Board's Annual Examination 1985. .

* LANGUAGES I KNOW :

I know to write Urdu, English, Sindhi and Panjabi languages well. I know to speak, read and understand these all four languages very well. I can also read and write Arabic or Quranic language. I can also read and understand the Persian Language to some extent.

* MY JOB EXPERIENCES

I was appointed in the Education Department Government of Sindh as a Primary School Teacher in 1988. I taught in remote village area Primary Schools of Nawabshah till six months. These schools are situated in village 6 Chak and 8 Chak Navy in Nawabshah Taluka. Afterwards I was transferred to Government Faiz-ul-Aloom Primary School Nawabshah. Here I taught for one academic year. But my officers and senior teachers of Education Department soon transferred me on detainment at Government Municipal Higher Secondary School Nawabshah to teach English to the Higher Secondary Classes (Class XI and XII) as there was an acute shortage of teachers in Higher Secondary Schools in those days. I taught there for two years to both morning and evening classes in the years 1990, 1991 and 1992. It is necessary to mention here that I myself have had the student of this school from 1984 to 1985 where I secured the highest marks throughout the school in Board of Intermediate and Higher Education (BISE) Hyderabad and achieved the title to write my name at the '''HONOURS BOARD''' of the school in the school's history first time. Afterwards I was transferred to Government Naya Madersah High School Nawabshah to teach the subjects of Science to the students of high classes (Class IX and X), due to the shortage of Science Teachers in that high school. I taught there for two academic years. But I resigned from the post of Primary School Teacher because of the low salary package even working at high and higher secondary levels and joined the Pharmaceutical Company Glaxo Laboratories after getting success in the written test on merit basis. I worked there from April 1994 to November 1997. My sisters and me opened a Private Middle School, '''Oxford Middle School Nawabshah''', to teach the students of Pre-Primary, Primay and Middle classes (from Nursery, Kinder Garten to class VIII) at Nawabshah after registering an NGO by the name of '''Oxford Educational Society Nawabshah''' from the Joint Stock Companies and the Deputy Director Industries Sukkur Region Sukkur in 1990-1991. I have four sisters and three brothers. My three sisters were married in Sialkot District while my one sister was married in Nawabshah who is working and doing a job as a Subject Specialist (S.S) at Government Islamia Girls Higher Secondary School Nawabshah since last 20 years. Her name is Nasreen Malik. I started to help my sisters and mother to deal in our family private school from December 1997 to June 2005. I kept myself in touch with the newspapers and used to write news events and columns in different Urdu and English Newspapers published from Karachi, Hyderabad and Nawabshah. I passed a tough written test held by the government news agency A.P.P and was appointed as a Sub-Editor in Associated Press of Pakistan (A.P.P) on July 1, 2005. It is the only one single government news agency in Pakistan. I worked there on contract basis till April 22, 2008. Now I have passed a very tough written test for High School Teacher held by the Sindh University Testing Centre and got second position securing 64% marks throughout the district. It is necessary to mention here that only six male candidates and five female candidates have been announced passed who have secured 60% or above marks in test out of the thousands of the candidates in the district including me. Nowadays I am waiting for the issuance of my posting and appointment letter from the Education and Literacy Department Government of Sindh.

I was declared First Division passed student of the college. I secured 76.41 percent marks.

I Passed Intermediate (Higher Secondary School Certificate Part-II) Supplementary Examination 1988 from Board of Intermediate and Secondary Education Hyderabad Sindh under seat No.30708 in C grade securing 563 marks out of 1100. Certificate No.H084334 from Book No.H00844 was awarded to me from BISE Hyderabad on 4-9-1991.

I passed B.Sc Pass Part-II Annual Examination 1992 from University of Sindh Jamshoro under seat No.2975/A/1992 in Second Class securing 868 marks out of 1650 (54.25 percent marks). I was awarded the Degree of Bachelor of Science from the University of Sindh Jamshoro with serial No.001950 on dated 27th November 1995.
